As part of Westminster-Canterbury’s General Services Team , the Safety & Security Manager plays a critical leadership role in safeguarding the well‑being of our entire Community—a diverse portfolio of four distinct properties: The Bay Campus, 3181, Opus Select, and Hospice House. This role also extends to the Bay Tower, currently under new construction, which requires additional oversight and strategic planning. Spanning environments from 10,000 square feet to 12 acres, each site presents unique operational demands and expectations. This experienced Manager will lead and develop the Safety & Security Supervisor, ensuring strong alignment, clarity of responsibilities, and operational excellence across all locations. By thoroughly assessing existing processes, schedules, policies, procedures, and training programs, the Manager ensures that life safety systems and equipment remain fully functional and compliant. They will review state and local documentation, conduct audits, and collaborate closely with the Supervisor to provide informed recommendations to the Director of General Services. Guided by the principles of Growth, Preeminence, Sustainability, and Synergy, the Manager will thoughtfully propose and implement improvements that strengthen safety culture and operational efficiency. Once changes are approved, they will establish sustainable, accountable systems that support both team members and residents—ensuring new practices are fully embedded and maintained until they become routine. Key responsibilities include conducting and documenting required drills (including those mandated by licensure, CARF, and the City of Virginia Beach), performing targeted audits, maintaining change‑of‑shift accountability, coordinating new technology solutions, enhancing communication of standards and SOPs, developing checklists, and delivering training for team members. In this highly impactful role, the Safety & Security Manager ensures that every property in the Community maintains a safe, compliant, and responsive environment—one that protects our people, strengthens our operations, and supports our mission every day. What You’ll Do In This Role Reviews and updates Standard Operating Policies, Procedures, Protocols, and Processes often in real time. Serves as department leader for a 24/7 department. The Safety and Security Supervisor reports to the Manager. Maintains records of required licensing and certifications of security personnel. Ensures timely renewal of licenses and/or certifications of those personnel. Budget and Capital recommendations- Responsible for meeting budget expectations for the department. Monitors and audits relevant incident reports to identify trends/patterns pertaining to security issues and reaches out to all Stakeholders. Reviews and approves payroll Serves as the WCCB representative for the Virginia Senior Care Group which includes participation in monthly meetings as well as quarterly and annual training. As the VSCG rep, the Manager utilizes the information obtained from this group to assess existing policies and procedures in an effort to mitigate risk and prevent accidents/injuries. Serves on the Safety Committee and facilitates discussions on all safety and security related issues Investigates thefts, vandalism, disturbances, resident falls, injuries, and accidents. Manger also meets monthly with HR to review worker’s comp claims. Ensures weekly inspection of AED’s and components. Monthly inspection of fire extinguishers and fire drills in accordance with inspection/drill guidelines. Monthly EyeWash Station inspections. Ensurance of weekly fire door and fire sprinkler system inspections. Ensures Quarterly fire inspection of sprinklers, penetration audit, fire/smoke door inspections, and fire department connection inspection. Coordinates the annual fire systems inspection for the 3181 and 3100 campuses. Evaluating reports both written and through Works Hub. Oversees Net2 access levels and monitors access level assignments Manages access to the two electronic keyboxes Facilitates annual hurricane and tornado presentation to residents Manages emergency supplies inventory for natural disasters Serves on the Health and Wellness and POM committees Oversees all fire system related repairs and upgrades Reviews and approves proposals for external services related to safety and security systems. Develops capital and contingency capital requests as needed Participates in monthly variance meetings Ensures all baseline inventory levels are maintained Reviews and approves all department invoices through Concur Follows the procedures for fire emergencies, fire department arrival and assistance and evacuation of residents and HCC/ALC patients if required. Directs subordinates according to these procedures. Responses to safety violations and the reporting of safety violations. Training procedure for portable radio communications or other technology. Accountability procedures and consistency of parking and speeding citations and taking action in accordance with procedures. Best practices for parking spaces for all residents and required maintenance of the Parking Block Checklist along with issuance of RFID tags. Ensures the completion and review of the quarterly parking spot audit. Ensures the completion and review of the annual bike storage audit. Valet service to residents, guests. Up to date on best practices for surveillance cameras operations, maintenance, and recording. Serves on the Health and Wellness and POM Committees. Emergency response to campus as needed. Serves as on-call leadership for GS team. All other duties as assigned. The Experience You’ll Bring Required High School Diploma or GED Five years minimum experience as a Team Leader, Supervisor or Manager Three years minimum Safety Leadership experience Knowledge of security and loss control functions and techniques Ability to audit reports with fact‑finding and incident reporting techniques, divulging inconsistencies. Microsoft (Word, Excel, PowerPoint) skills, and Google application knowledge. Proven problem-solving and analytical skills in the areas of safety and behavior change Current valid driver's license required. Preferred Bachelor’s Degree Experience in Emergency Dispatch, Safety and Risk Management Demonstrated ability to work with a mature population DCJS-certified COVID-19 Vaccinated.
